Pre-Bid Clarifications
Turn every ambiguous clause into a structured query — instantly.
- Auto-tagged
- Professionally worded
- Dispatched directly to the authority
The Problem
Does this sound familiar?
“We had three clarifiable gaps. We raised one query. The other two cost us the bid.”
“We've bid on tenders with ambiguous clauses because nobody had time to draft queries.”
Raising a pre-bid query means noting the clause, writing the question formally, referencing the page and clause number, formatting an email, and sending it. Most teams skip it when time is tight. They bid blind on the ambiguity.
“We've been disqualified because of an eligibility gap that could have been addressed at pre-bid stage.”
A similar work definition, a certification requirement, a turnover threshold — sometimes these can be relaxed if you ask at the right moment. Teams that don't raise queries lose bids they were eligible for.
“Our pre-bid queries are inconsistently formatted and sometimes don't get a response.”
There's no standard for how queries are structured. Some go out without clause references. Some without page numbers. Poorly formatted queries get vague answers — or none at all.
Pre-Bid Clarifications makes raising queries instant, structured, and professional. It doesn't matter whether you're a business development director who wants to flip a No-Go to a Go, a contracts manager who found a risk clause that needs addressing, a bid manager under time pressure, or a CEO who wants to know that every competitive advantage is being used. The pre-bid window is one of the few moments in procurement where a question can change the outcome. Keendex makes sure your team uses it.
How It Works
Step by step
Five steps from clause selection to structured query dispatched directly to the tendering authority.
Step 01
Select any clause in the tender document
Browse the uploaded tender within Keendex and select any clause, sub-clause, or condition that requires clarification. Selection can happen directly from the extracted output of any other module — a risk flag from Risk Audit, a PQ gap, or a BOQ ambiguity. No copy-pasting, no switching documents.
Step 02
AI generates five relevant clarification questions
The system analyses the selected clause in context — understanding its type, its implications for eligibility or commercial terms — and generates five professionally worded clarification questions. Each question is specific to the selected text and aligned to standard tendering practice for the relevant authority type.
Step 03
Metadata auto-tagged on every query
Each generated query is automatically tagged with the Page Number, Clause Number, Sub-clause Number, and Section Name from the source document. No manual reference entry required. Every query is fully traceable to its source.
Step 04
Select, review, and compose your submission
Choose which of the five queries to include. Edit the wording if needed. The system pre-fills the submission details — tender reference, NIT number, subject line, and body. Multiple queries from different clauses can be combined into a single structured submission.
Step 05
Dispatch directly — receiver gets structured Excel
Queries are dispatched to the tendering authority's email directly from within Keendex — no external email client, no manual Excel formatting. The receiver gets a structured Excel attachment with all query details — Sl. No., Section Name, Page No., Clause No., Query. Your full query history is stored in the History module.
In Practice
What a real day looks like
Real scenario
A bid team has just run a state PWD road project tender through Keendex. PQ Extraction flags two gaps: their ISO certification expired six months ago, and the similar work definition requires a ₹30 crore project — their highest is ₹24 crore. Risk Audit flags a High-severity LD clause: 1% per week, uncapped. The pre-bid meeting is in three days.
Historically, raising pre-bid queries on three separate issues means three rounds of note-taking, drafting, formatting, and email composition. Under time pressure, teams typically raise one — or none.
Using Keendex Pre-Bid Clarifications, the team selects the clauses straight from the tender document. Within minutes, three structured queries are generated, tagged with page and clause references, reviewed, and dispatched. No external email. No Excel formatting. No manual reference entry.
At the pre-bid meeting, the authority confirms: the ISO certification gap can be addressed with a commitment letter; similar work experience can be counted cumulatively across projects; the LD clause will be capped at 10% of contract value.
Three issues. Three queries. Three resolutions. The team bids. They win.
What You'll Stop Doing
What you'll stop doing
These are the activities Pre-Bid Clarifications makes unnecessary from the first tender you run through it.
- Bidding blind on ambiguous clauses because nobody had time to draft and send queries before the pre-bid meeting.
- Manually noting clause numbers, formatting Excel attachments, and composing formal emails for each query.
- Losing bids on eligibility gaps that could have been relaxed if a well-timed clarification had been raised.
- Submitting poorly referenced queries that get vague responses — or no response at all.
- Having no record of what queries were raised, when, and what responses were received.
FAQs
Frequently asked questions
Six questions that address the most common points of hesitation before a team commits to using Pre-Bid Clarifications on a live tender.
How many queries can we send per tender?
There is no system-imposed limit on the number of queries per tender. The tendering authority's own rules may specify a maximum — Keendex displays these limits when they are stated in the tender document so your team can prioritise accordingly.
Can we edit the AI-generated questions before sending?
Yes. Every generated query is editable before dispatch. You can reword, add context, combine queries, or remove any that aren't relevant. The AI-generated questions are a starting point — your team has full control over the final submission.
What format does the receiver get?
The tendering authority receives an email with a structured Excel attachment — formatted with Serial Number, Section Name, Page Number, Clause Number, and Query text in separate columns. This is the standard format accepted by most government and PSU tendering authorities.
Is there a record of queries raised and responses received?
Yes. Every query submission is stored in the History module with full details — tender reference, queries sent, date and time of dispatch, and the authority's email. When responses are received, they can be uploaded against the corresponding query for a complete pre-bid audit trail.
Can queries be raised across multiple tenders simultaneously?
Yes. Each tender has its own query set within the History module. Queries for different tenders are managed independently — no cross-contamination between bid workspaces.
Does the module work for private sector RFPs where there may not be a formal pre-bid process?
Yes. For private sector RFPs, the structured query format is equally useful for raising technical or commercial clarifications directly with the client. The Excel format and professional structure are appropriate for any formal procurement process.
